Worst teams in the last decade?

Bills they have an okay team but cant get it done. Raiders have been surprising opponents. Bengals at least made it to the playoffs, and the Browns have a really good running game. So I would say that the Lions are the worst they didn't win a game at all in 2008. And the only semi good player they have is matthew stafford at quarter back. who threw how many interceptions? 20 and only 13 touchdowns and a rating of 61. So I have to give it to the lions.
