How do you file for a divorce from a us citizen from another country?

My friend is from Syria. He lived in the states for awhile and married a US citizen. He found out she was on drugs and she left. He wasn't able to find her anywhere, so he moved back to Syria. How does he file for a divorce? Does he have to come back here to do it? Thank you.
