Is it improper to ask whether or not the people benefiting from a charity will be participating in the effort?

I'm not sure how good a physical condition the homeless would be in or if they would have proper footwear for a distance walk. Most homelessness is due to physical or mental problems or substance abuse. If they would like to participate ,I would say to welcome them but charity donations dont usually have strings attached to them.
