1999 Plymouth Breeze Transmission Problem?

When I was driving yesterday the speedometer was stuck at 0 and the transmission wouldn't shift, until I got upto 45 mph, then the needle jumped up and at about 50 mph it would start shifting ok. When I slowed down it would down shift really hard. Does anyone know what the problem might be, and if it is something I can fix myself?
